BPA/201 - Foundations of Public Administration
Course Description
This course serves as an introduction to the study and practice of public administration. The history of public administration, the issues and theories that confront it, and the political climate and management issues of ethics, staffing, budgeting, and implementing policies are analyzed.
This undergraduate course is 5 weeks.

Course Objectives
Week 1
- Discuss governing in an age of transformation.
- Explain the changing environment of governance.
- Explain the importance of public participation to promote accountability.
Week 2
- Discuss the concept of leading public organizations strategically.
- Discuss collective leadership in a shared-power environment.
- Explain collective leadership and democratic governance.
- Explain the importance of developing intrapersonal skills as a public leader.
Week 3
- Explain the importance for public leaders to be able to inspire their employees using public service motivation.
- Discuss the unique context of public sector compensation.
Week 4
- Explain the performance budgeting process.
- Discuss the various types of government revenue.
- Explain reliable revenue systems.
Week 5
- Define the historical meaning of public service.
- Discuss the emerging opportunities for public leaders to embrace ethical principles.
