Course Description

This course applies the tools available to UOPX graduate students and the competencies of successful managers to understand the functions of public administration. Students will understand the relationship between the political system and public administration in the creation and implementation of public policy. Other topics, at the state and local level, include executive & legislative branches of government, the evolution of public administration, intergovernmental relationships, and fiscal sources & uses.

This graduate course is 6 weeks.

Course Objectives

Week 1

  • Describe the philosophy and evolution of public administration.
  • Evaluate theories and models of public administration.

Week 2

  • Evaluate the organizational strategic decision-making functions of local governments.
  • Identify the organizational forces on decision making in public agencies and organizations.
  • Explain how local politics influences public policy and administration.
  • Explain how human behavior influences public policy and administration.

Week 3

  • Identify the general structure and functions of state governments.
  • Explain how state government agencies and organizations interact with local government.
  • Describe the role of public agencies and organizations in the public sector.

Week 4

  • Describe the application of federalism in public policy.
  • Analyze intergovernmental relations.
  • Identify public policymaking and strategic planning models and theories.
  • Explain the role of public and private partnerships in the development of policy.

Week 5

  • Explain budgeting and finance processes in the public sector.
  • Identify sources and uses of revenue for public agencies and organizations.
  • Describe fiscal federalism related to public policy at local and state levels.

Week 6

  • Explain the importance of ethics in the public sector.
  • Describe how public sector morals and ethics may vary.
